Pratchett was deeply wise to make certain we all understood this concept. I got taught by some very smart, very dedicated people, people who absolutely believed this— but none of them articulated it quite the same way. I think they would have if they’d had the right moment to say so.

I'm a military veteran. An unlawful order is one the government won't accept responsibility for. If I had followed an unlawful order, I would have been ignoring the laws I swore an oath to uphold and defend.

It's absurd to expect military members to act outside the law for superiors who know this.
