Seems like it would be fairly straightforward (to me, a rank amateur, and not to say either easy or simple) to set an income threshold below which renouncing is trivial and above which you are required to show you aren't stealing from USA poor folks.
In a past life I reported about this a lot. There is a French-based group called the Association of Accidental Americans, which sued the US, saying that the cost to renounce US citizenship (which, back in 2023, was over $2300) was unconstitutional. They're still fighting that today.
currently reading about the concept of "accidental americans", ie people deemed a citizen by US law despite their seemingly-nonexistent connection to the country, in the context of international taxation and it's genuinely absurd how we have a citizenship-based tax system that is SO also punitive.

Yesterday I was up on that pipeline route and a First Nation land guardian was explaining to me the riskiness of shipping oil on those waterways and I kept thinking: how f-ing broke is Canada that it’s thinking of doing this? This is ‘selling your kidney’ level of desperation.
Lets face it, this is a good day for oil companies, businesses, and those in the oil sector. Its a bad day for the environment and for reconciliation with Indigenous nations whose lands this thing will go over. As Blanchet stated, this is the official end of Canada's climate commitments.
