JUST IN: Trump has nominated Justin Smith to the U.S. Court of Appeals for the Eighth Circuit, as well as Tony Powell, Tony Mattivi, and Jeffrey Kuhlman to the District of Kansas. Smith has worked almost entirely in Republican administrations, and Powell is Kansas's state solicitor general.
