These aren't full bases, they're facilities within a larger US military base, in this case an Air Force base, where troops from the Air Force of the foreign country train with the USAF troops in joint exercises.

There are already other foreign military facilities in the US, including specifcally a Singaporean Air Force facility at the same Mountain Home USAF base.

Qatar in particular is definitely concerning but these aren't something new under this administration. Singapore has been there since 1998.
