I feel like no matter what state you're in, special education ends up being a backburner issue. Now that this is a federal issue, it's even more important to keep fighting for special ed funding.

There's always a fight for special ed funding. My mom told me about how when my brother and I were kids (30+ years ago), Alabama had decided to put special ed funding into the general education fund. And people fought back. They went and lobbied in Montgomery and the funding decision was reversed.

They lack the information necessary to make that assessment. They do their intelligence on the cheap. Reading signals is never as reliable as reading humans. But reading humans requires a serious commitment of resources.

And that irrational element is opaque to their analysis. It’s not captured by loading metadata into social network graphs. There’s always an element of unpredictability. Proper assessment focuses on *how* unpredictable it is. Volatility and acceleration are the values that have to be assessed.

A horizontal crowd *can* be assessed for attitude. My focus is always on the cops, but the cops will be responding to the crowd I’m with, so I do a temperature check. But there’s an irrational element to assessing a chaotic crowd.

I like Pynchon’s definition of paranoia precisely because it’s so encompassing: “The perception of an order beyond the visible.”

It’s a form of denial. A horizontal organization throws them off balance, renders them vulnerable. So they insist on imputing hierarchy where there is none.
It’s precisely why swarming and pulsing crowd behavior is so powerful. It throws them for a loop.
