Ah that would explain it.

Looks like WebNN chain can tap directly into CUDA's optimised kernels instead of using the generic GPU pipeline.

Note how WebGPU uses the 3D pipeline (highlighted) while WebNN avoids it altogether and leverages the "tensor" pipeline (also highlighted) instead.
