Can any electrical engineers or circuit monkeys tell me if my circuit is flawed?

It takes 19V in (to use for the Flip Dot Matrix), and converts to 5v for the arduino and shift registers.

LEDs are not included since they are only testing indicators.

Mea Culpa: Python is...ok. When using an IDE that supports it well, the white-spacing is a non-issue.

That said, if you like raw doggin code in a bare text editor, it is still painful.
