When I have witnessed coyote's hunting, they have been opportunity hunters. Not stalking like a cat does, but just saw an opportunity for a kill and went for it with little warning, or strategy.

That said they are smart and capable of learning. They don't all have the same survival strategies.

Coyotes will follow other animals and people while they are in their territory - to keep an eye on them and make sure they don't harm their pups. This is not stalking behaviour. That is escorting behaviour as the coyote has no interest in hunting you or fighting you.
But it is... the government needs to enforce the rules. That's their job. We need a government willing to enforce the law. Why wouldn't you agree with that?

The corruption starts and ends with government enforcement (or lack thereof).

This isn't just a problem of the oil industry. It's a problem in general. People won't pay their liabilities if they aren't forced to. Nor will corporations.

cleanup is already required by law. The problem there is lack of enforcement.

I did not say the government was "obliged". I did not say "required", I did not say they "must pay for cleanup" (in fact I said the exact opposite.)

If your business can bring in 5 billion a year to government coffers but you want them to allow you to pay off the loans - by giving the government 1 billion for 5 years - you can negotiate something like that. Welcome to the big league. When you pay tax bills in billions the government listens.
You literally need a license to operate a business FFS... no it's not an open competitive market. Your business is part of an economy and the government manages that economy.
The idea that private business is somehow isolated from government is simply a lie. It doesn't work like that in any country on earth. All governments invest in industry. There is no real open competitive markets. Everyone has advantages and disadvantages and a lot is determined by government.
I don't know what your business is, but I work for small businesses too and we get small business grants, labour grants, youth employment grants, R&D grants, etc... It's probably the only reason I have a job there.

Have you tried applying for some grants? I am sure you could.
