Mandatory hrt until 30 for everyone. You need to wait until you're 18 to vote and 21 to drink, so I think maybe even 25 is a little too young to decide that you're cis. Your brain is still developing, what if you end up regretting it later? Might as well make it 40, just so you're absolutely sure.
