To follow this up, the implication is that there is therefore no number of civilians that Israel could kill that would be crossing a line, because 40% of those civilians would be "military age males."
When Sarah Hurwitz says "1.5 civilians" per combatant she is explicitly saying that every male over 14 or so years is valid for Israel to kill.
As with every single argument over death ratios.
On Israeli TV they simply include the entire confirmed death toll including babies as "terrorists killed"
