Not sure what you mean by overlap. They switched the peak and mid peak I think at one point; now they are adjusting peak entirely to a different window - basically when you'd want to plug in your car.
TOU is an economist's dream but it works out to be a tax on people's attn in reality.

Colorado. Couple times the first year I think, and 1x this year starting 11/1. However they had sent me and email saying they were changing 10/1 then decided to move to 11/1. I have plenty of stuff to worry about. Don’t need this too

Yes, helps there, but honestly it's a pain in the ass. Have solar, 2 electric cars, and TOU pricing with a smart meter. And utility changes their TOU times a couple times a year (sometimes less). Have to program the car charging, and not all are that sophisticated (can't differ on weekends).

I don't think hourly prices are all that useful in practice. All the TOU pricing does is add more complexity to people's lives. I doubt they really bring down consumption much, and instead just make people angry at utilities for taking something that was simple and making it complex.

Part of the general problem of this entire thing is large corporations have learned the government turns very slowly, and the penalties are far more lenient and cost effective than actually following the rules.

And actually sending a C-class to jail? Psh. No one does that.

As I understand it law is now made when Trump issues a diktat (executive order) that the Roberts Six affirm in a judicial diktat (emergency docket).

This frees up Congress for more important things, like fundraising and making constipated faces in front of TV news cameras.
