Actually... I kinda want to buy both, mash the playbooks together, and write a comedic crime novel with it.
I found a couple of very promising games: Spirit of 77, and a noir one with noir archetypes. You could very easily translate that to neo-noir, I think.

I love what happens when you put funny people in serious situations and make them improvise. I think a group of clever players thrown into the middle of a dead-serious modern-day American crime caper could really make something special.
I know I got a lot of TTRPG friends in here. Anybody know of a Powered By The Apocalypse system that's based on modern-day crime / thriller stories largely without fantastic elements? Think Elmore Leonard, Cormac McCarthy, THE LOWDOWN, JOHN WICK, OZARK, SNATCH, LOCK STOCK & 2 SMOKING BARRELS, etc
