I found a couple of very promising games: Spirit of 77, and a noir one with noir archetypes. You could very easily translate that to neo-noir, I think.

It's why I love The Lowdown so much too. On its face it's a grim, dead-serious crimeland epic, but all the characters are bumbling, wisecracking idiots. I love it.

Well it's really what made movies like GHOSTBUSTERS work so well, and why Paul Feig's reboot didn't. Reitman put comedians in a gothic horror movie about ghosts, demons, & government bureaucracy. Feig put comedians in a comedy movie.
