I mean, making it so you can't borrow against it and it has no "cash value" until you cash out would go a long way. At least then it would make the $1 salary a lot less interesting since you have no real spending cash. Plus taxable income before they can spend.

Right now inherited stock receives a "step-up in basis" to the fair market value on the date of death.
AKA the new owner of the stock "buys" the price at the stock price on the death day, so the gain from the now dead previous owner is never taxed.
Stop that!

In other words, you can't own a news org if you make money from any business other than journalism. Because otherwise you can't be trusted not to abuse your power in journalism to support your other businesses. Would that work? Dunno!

That does make sense. And yes parts of the Vegas one do use street level roadways. But like..... why do they need the boring company at all if it's above grade (both business and being associated with it). And even if parts are tunnel we end up right back with the water table, no?
