This bad boy is an articulated beast with 12 electric motors, making about 3200hp

The current Congress cannot bind a future Congress without passing a Constitutional amendment. The Clerk literally just accepts state certificates of election and presumes regularity, if there are contested elections at that point the new House would deal with it.
