They usually mothball mines because they become too expensive to operate profitably.

If there is a total ban on new mines I suspect they could find ways to extend mines through waste rock.

It'd be incredibly expensive to mine what is uneconomic ore but the whole area is part of the a coal-gas basin & presumably has high carbonaceous rock content.

My point is that the focus on the age of the mine is unhelpful.
