What does international law say about infiltrating a country, attacking young people at a music festival, taking hostages then blackmailing the country you invaded to change their laws?

If he'd walked around Sydney with a sign on his chest that would've been fine but the SOH has the right not to be part of his protest.
There'd also be the issue over whether he acquired a permit for the protest.
