Like most of our welfare system, the abuse has got out of control and distorted the real need, and that's given the right-wingnuts ammo to try to remove essential services from the people who really need them (and don't abuse them).

Remember that driving is a privilege, not a right. Whilst I'm for the independence people need, I also think the sytem has been abused. This should cover basic model vehicles as a means of transport, not anything higher spec, and you shouldn't be able to "top-up" to luxury brands.
