The details are horrific.

“He was just lifeless, like he had foam around his mouth... He had tears coming out of his eyes. I was giving him mouth-to-mouth, and I remember stopping, and I said, ‘I will give you all my breath ‘til you get yours back.’”

Federal agents' use of chemical weapons has hurt children at immigration raids, while walking down their block, and in their schools.

ICE is operating in a completely different way to how it has historically worked — with big shows of force in neighborhoods, seemingly indiscriminate arrests of immigrants (and citizens), and its careless treatment of bystanders and protesters.

But how did this shift develop?

There’s virtually no chance that President Trump’s Justice Department will bring federal charges against the officer who killed this woman. But if further investigations reveal that the shooting was not legally justified, state prosecutors could charge the officer responsible with a homicide crime.
Can Minnesota prosecute the federal immigration officer who just killed a woman?
The short answer is that it is unclear.
