Contrary to the narrative that Hamas is bent on destroying Israel, Palestinian academic Khaled Hroub, researcher Colter Louwerse and Avi Shlaim point out that, from the moment it came to power, Hamas ‘repeatedly signalled that it was ready to moderate its programme to achieve a negotiated settlement’ with Israel and proposed a ‘long-term truce’ that would secure space for this. Hamas implicitly recognised Israel by indicating its willingness to accept a two-state solution – at least temporarily, for a few decades – provided Israel withdrew to its 4 June 1967 borders (before the Six Day war). And in March 2007, after being boycotted by Israel and West for months as a ‘terrorist organisation’, Hamas formed a national unity government (‘a moderate government which consisted mainly of technocrats rather than politicians’) with Fatah, despite their mutual enmity. Israel dismissed all these overtures. In the course of Israel’s blockade and military offensives since 2007, in response to rocket fire, the economy of the Gaza Strip, already the poorest of the Palestinian territories, has crashed. US economist Sara Roy describes Israel’s total siege of Gaza and destruction of its infrastructure, leaving the UN and humanitarian organisations to provide the population’s basic needs (food, shelter, healthcare, education), as ‘econocide’. According to Roy, this strategy is part of Israeli’s policy of ‘de-development’, a term she coined to describe the array of measures Tel Aviv has used since 1967 to ‘[deprive Gaza’s] economy of its productive capacity and any possibility of meaningful structural growth’ (5): sealing off the territory, creating a captive market to encourage imports of Israeli products etc. This campaign of social and economic destruction has forced much of the population into extreme poverty and unemployment, and been instrumental in turning Gaza into a powder keg.
