If ICE is kidnapping someone: Blow your whistle continuously
If you hear a whistle: Get to safety if you need to OR Follow the whistle to form a crowd

They should have had funding from FEMA to help them prevent the worst of the flood's damage, but the funding was cancelled by the Trump Administration.
