Gov. Hochul wants to cut New York State Agency budgets (again). But with [gestures wildly] everything going on right now, New Yorkers need to be able to depend on public programs AND the people who keep them running.

On Thursday, New York State Budget Director Blake Washington sent a letter to agency commissioners, requesting that their budget proposals for the next fiscal year not exceed the amount of the current fiscal year; in other words, their budget requests for the 2027 Fiscal Year should remain “flat.” This follows a New York Focus report that already-strained government staff must scramble to enforce new federal SNAP requirements in a matter of weeks. In response, the Invest in Our New York Campaign released the following statement:
“While Gov. Hochul will frame this request as keeping budgets flat, we know the truth: This is a cut to public programs and services. As costs skyrocket and many agencies are already short-staffed, the governor wants public servants to do more with so much less. 

“Gov. Hochul needs to stop playing the blame game with D.C. Republicans and start acting in the best interest of the people she represents. Convene a special session, raise the public funds our state desperately needs by taxing the super-rich, and invest in the offices, programs, and services that support New Yorkers.”

Earlier this morning, Axios reported that Gov. Hochul plans to axe New Yorkers’ healthcare as a result of July’s Federal Budget Scam. Below is a response from Erica Vladimer, Communications Coordinator for the Invest In Our New York Campaign: 

“New York’s Congressional Republican delegation happily voted to make New Yorkers sicker by cutting billions from our healthcare, forcing state leaders to step in and deal with the aftermath. Unfortunately, Governor Hochul’s claim to stand up for New York’s families falls short as she chooses to axe their healthcare. Instead, Governor Hochul can raise the necessary public dollars to protect healthcare access by raising taxes on New York’s millionaires and billionaires. Anything less is just going along with Donald Trump and Congressional Republicans.”

Costs go up year over year. Think: union-negotiated salaries, utility costs (just like yours at home!), etc. Even if the scale of operations stayed the same year to year, costs would increase.

Responding to federal funding cuts, Governor Hochul has already charged State agencies to
exercise fiscal discipline by preparing comprehensive strategies to limit potential long-term
damage to vital programs. Moving forward, agency budget requests for State Fiscal Year (SFY)
2027 should not exceed the total SFY 2026 Enacted Budget agency funding levels, excluding
one-time investments. As always, the effectiveness of all agency functions, programs, and
services should be reviewed and all expenditures should be examined. Unnecessary duplication
or overlaps should be eliminated.

Every October, Gov. Hochul's Budget Director sends a letter to state agencies asking them to submit their budget needs for the coming year (in this case, Fiscal Year 27, which starts on April 1, 2026). This will be included in the Gov's executive budget proposal released in mid-January.

Earlier today, State Comptroller DiNapoli released a report analyzing the impact that the Federal Budget Scam’s tax cut extensions will have on New Yorkers. This report comes on the heels of an analysis by the Fiscal Policy Institute that confirms New York’s growing economic inequality. Below is a statement from Erica Vladimer, communications coordinator for the Invest in Our New York Campaign, in response to the Comptroller’s report:


“The analysis from Comptroller DiNapoli confirms what we already knew: The federal budget scam will move billions of dollars into the pockets of the richest New Yorkers, including the 130 billionaires who call New York home, while hurting working-class people in our state. 


"Congressional Republicans passed a budget that cut our safety net programs and increased burdens on working-class people, all to pay for tax breaks for the rich. It is not enough for state lawmakers to criticize the federal government; they must also take action to protect New Yorkers. “Governor Hochul, Leader Stewart-Cousins, and Speaker Heastie must convene a special session, make the super wealthy and highly profitable corporations pay their fair share, and invest those new public dollars in keeping our healthcare whole and making New York affordable for everyone.


“As Comptroller DiNapoli’s report makes clear, the federal budget scam ‘further skews tax benefits to individuals and businesses at higher income’ and will ‘put a heavier burden on working-class New Yorkers trying to make ends meet.’ New York’s millionaires and billionaires can afford to pay what they owe in taxes.”
