Ultima has had that for decades! There's a chance for failure in every single spell cast actually, checked against the spell level and your current skill level. Love that mechanic lol.

Current Warhammer Age of Sigmar has vampires that can heal on kills and wounds. And a couple other units in AoS can do it too.
