there are a few different effects going on here, and they're all made with vanilla CSS. i'll try to break them down.
this is what the general markup looks like. there's a television wrapper with a few overlay layers: the two we're interested in are .screen-blur and .scanlines!

I think I've been a bit reluctant because it feels like I've only just started using HSL! 😅 I will likely still have to for a while too, for design tools like Affinity.

Last year, we launched a web app to assist trans people with legal name changes. Today, we’re removing the login wall and registration requirements and making everything publicly accessible.
Tearing down the login wall: name change guides are now public
You no longer need to sign in to access Namesake guides. We’ve redesigned forms to simplify data entry and review.
