(I could rant about this for A While but character limits spare y'all from it on here: TLDR, that whole dialogue encapsulates DS9's take on Star Trek's theme of "Conflict With The Unfamiliar" right down to the characters talking in it, and I kinda love it.)

With Bashir and Garak's back and forth, I know I definitely took it as a nod toward classics in the vein of Beowulf: the conversation itself feels like a nod toward literary discourse vis-a-vis "are The Classics™ good? Do they need to be?" etc., and the Whole Thing of literary cultural context

It’s apparent that the institutional response to fascism was lacking because of the fact that much of the counter authoritarianism/extremism academic models were built out of the global war on drugs terror which limits their ability to actually look at power structures

There's still a tendency in academia (and I am no exception to this) to talk about authoritarianism and fascistization as if these are just things we could observe out there, somehow unrelated to and not directly affeciting us, and not forces already at work both within and against our institutions
