As for Balboa Park, that is due to the southbound transfer not being possible from the same platform at Daly City so you'd have to go through the concourse. Meanwhile logically the northbound transfer would actually make more sense to do from Daly City as it is an island platform arrangement.
The designated transfer is always the last stop before lines split as is international best practices, with 19th and MacArthur being the notable exceptions as those have dedicated transfer platforms.

Tempo isn't even necessarily "bad BRT" in the traditional sense, but rather International and East Oakland is just far more challenging to work with than most places. It should have and could still be better, but the fundamentals aren't bad.

I wonder how much of this is just New Flyer absolutely dropping the ball. The H2 buses are entirely New Flyer, and the 8000s battery buses on the chart which are also New Flyer have even worse performance. Meanwhile 8006 and up for the BEBs are Gillig.
And the 12 years minimum thing is simply the FTA minimum requirements, so it's extremely unlikely for any agency to retire full sized transit buses before then unless they hit a million miles on the odometer (the alternative minimum requirement)
Uhhhh, no? Engines may get replacements but typically a standard transit bus lasts 12 years minimum and can run as long as 20+ years
Having an ALM would be segmenting a linear travel corridor into 3 segments just to continue in the same direction
I will note the Bay is an incredibly linear corridor, and it doesn't help that the freeway is basically a straight shot directly south
No today has just been a long ass day and it reminded me of having the misfortune of taking the 460 2 years ago. 9am - 11pm with 2 breaks.

I'm pretty sure that would still be 2-3 transfers, assuming you don't duplicate BART to Millbrae
They already do it with the Oakland Wye 🤷. Not saying it's ideal but I can't see any other way to do it given the other surrounding infrastructure like Muni Metro.
Which would be a travesty imo because Link 21 as BART provides a golden opportunity to completely operationally isolate the Yellow Line from basically the entire rest of the system which has its own host of benefits.
SFCTA's entire Geary-19th Ave study basically screams BART. I have a feeling it will continue to be the case even after Link 21 continues as mainline rail and we'll just end up with a new BART branch splitting off Market St onto Geary at a flat junction or something.
They get FTA grants and show up on the directory as they are a transit agency. But the whole running a railroad aspect defaults to FRA rules.
