I think one of my fav bits of worldbuilding I did for a tabeltop game was The Guide's Guild, a sorta naturally integrated adventurer's guild that was developed as part of the nation's military. People could rent out soldiers that were not needed for anything to be mercenaries and bodyguards

Important to note that while the Athenian and Roman empires were actually fucking awful to live under if you weren't a full citizen (and often even if you were), they have excellent PR because they built grand public works and much of their high culture survived.
