They aren’t. But when used in the commission of a crime they are. And this is clearly battery. There’s no legitimate law enforcement reason to spray someone from a car or to get out to spray them if you’re not going to arrest them.

One of the larger issues with the way that the climate is going and trying to live on another planet is hydrogen leaking out of the atmosphere because every other gas is heavier it displaces the hydrogen in the upper atmosphere and it just kind of bleeds off into space.....
