(I'm not doing that right now, I'm taking a break from making games at the moment. I did get the urge to do a thing, and though I'm resisting said urge, I figured I could at least talk about why the thing would have been fun to do.)
My favorite game design thing: animating creatures and programming their behavior. It's so satisfying watching them come to life and trying to make them feel believable, to give the impression that they are more aware of their environments than they actually are.

That's what first got me to learn how to code! I can definitely recommend GameMaker, it's very easy to use, can make any kind of 2d game, and pretty much every question you might have, someone's already asked it online so you can always find an answer by googling it.
When in doubt, make the entire thing, then go back and rework the protagonist. Once you know everything about the project it's easier to know what your protagonist needs.

There's no need to get it right in the first try, iteration is a huge part of the process! And it's free practice too.
that's a very funny thing to say to someone who makes games that look like they're from the 90s

This is VERY IMPORTANT ok? VERY. I wanted to port a game I played when I was 9 and when I finally tracked down the creator he was surprised anyone remembered or cared, and didn't think it was worth the effort. A tragedy. LET PEOPLE KNOW HOW YOU FEEL!

They should be a deliberate choice and not just "well, making a pixel art game is cheaper than the alternative". You can really tell when it's the latter.
