A blockade of 2 million people is by any definition collective punishment, not merely something that “aid groups say.”
The Palestinian territory of Gaza has been under an Israeli blockade since Hamas seized control of the coastal strip in 2007. Israel says it's necessary to stop the flow of arms into Gaza, but Palestinians and aid groups say it is collective punishment.

This proposal for how to move towards 100% AI peer review seems like a fork in the road for scholarly publishing. This is more than a difference over technology. This is a more fundamental difference over what knowledge is and how to evaluate it.
