This is all very simple to solve. Pass a bill that prohibits public entities from being able to use insurance payments to cover the cost of abusive officers. Ensure the officers are jointly liable and then break them financially.

This is all very simple to solve. Pass a bill that prohibits public entities from being able to use insurance payments to cover the cost of abusive officers. Ensure the officers are jointly liable and then break them financially.
