I think there's a horror movie in this. I'm thinking Jaws/Cocaine Bear mashup. Small village in the mountains plans a festival to drum up some tourist interest, maybe gets the Yakuza involved to fund it, and then a giant mutant bear wanders in from the Fukushima Exclusion Zone!
