Today was the day when Europe announced that it is moving on:

The Franco-British agreement to establish a nuclear supervision group, and a permanent headquarters for the Ukraine coalition of the willing can become contours of a new European security architecture - this time without the US.
Contours of European Strategic Autonomy
Europe is moving on without the US, and the US does not seem to like it after all.

Excellent analysis from @alanderminna.bsky.social 👇

"So far the main concept for deterrence by punishment has been “deterrence by attribution”, i.e. threatening reputational costs by naming and shaming. But unfortunately, Russia is clearly quite far beyond the point of caring about reputation."

Continuing on the resilience dilemma, I explore in this week’s Europe Dispatch with @phillipspobrien.bsky.social the question how to establish deterrence by punishment against hybrid attacks.

Deterrence works quite differently in the hybrid sphere than in the conventional realm - if it works at all
Easier Said Than Done: Hybrid Deterrence By Punishment
This week, Minna Ålander turns to the question of how to move from defensive reactions to Russian hybrid warfare to an effective deterrent. (Spoiler: not easy)

Great new Europe Dispatch column by @alanderminna.bsky.social just appeared (all free). This week she discusses the challenges in implementing a Deterrence by Punishment policy towards Russia--though that of course does not mean it should not be tried. open.substack.com/pub/phillips...

It’s pretty impressive that the NB8 - a group of small European countries - is now coordinating with G7

Interesting statement on the shadow fleet by an interesting group of countries from G7 and the Nordic-Baltic 8++: Belgium, Canada, Denmark, Estonia, European Union, Finland, France, Germany, Iceland, Italy, Japan, Latvia, Lithuania, Netherlands, Norway, Poland, Sweden, and the United Kingdom.

I've been a bit sceptical of the "exodus of US-based academics to Europe" thing, but this is a notable move.

The proposal in a nutshell:
- Russian diplomats will have to notify their movement to another member state (mandatory)
- Member states will assess the notification and decide whether to allow or deny entry (voluntary)

Which means implementation is likely to be asymmetrical.

All three of NATO's nuclear powers are currently experiencing periods of domestic political turmoil, which is not great to put it mildly.

Escalation continues: terrorussian forces attacked a maternity hospital in Sumy, setting its roof on fire. At the time, 35 women and 11 children were inside, along with 120 hospital employees. Thankfully, everyone managed to shelter safely.

#Makerussiapay is long overdue.

That was quick- indeed a speed record for the French Republic: Lecornu has resigned 13 hours after his government was formed. Next move is now Macron's. 3 options: a 6th PM of his term (maybe from the left; in all cases expect ultrabrief lifetime); snap elections (possible); prez resigns (unlikely)
fheisbourg.bsky.social
Looks like Lecornu's government may be stillborn. And Macron may find it impossible to name a 6th prime minister in less than three years

To answer Dave’s question: ”Were they out on the streets protesting? Were they marching on the American embassy? Were they organising boycotts of American products? Were they angrily writing their MPs and MEPs urging them to oppose the surrender deal?”

Yes all of this has happened and is happening.

And this sudden hate on Europe by many Americans has surprised me too.
alanderminna.bsky.social
In the US I’ve realised how *little* I actually know about American culture, how many popular culture cues I miss, and how many words I may not even understand even though I speak fairly fluent English. The extent of the culture shock has been surprising to me
alanderminna.bsky.social
Well this is for sure an incredibly typically American, condescending view of Europe.

The more common experience for Europeans is that once they spend time in the US, they suddenly discover how much Finns have in common with Georgians. Nothing makes you feel more European than the US lol
davekeating.substack.com
Why is there this cognitive dissonance between Europeans watching America slip toward authoritarianism or civil war but still dreaming of living there?

It is a result of 7 decades of cultural imperialism - the subject of my upcoming book "The Owned Continent", coming out soon.

Here's an excerpt:
Europe is a terrified child
There is a troubling psychology behind why Europeans are accepting their leaders' summer of subservience to "daddy" Donald Trump.
