When I was first learning Unreal 3 I tried this out with a particle system for distant cars on an overpass. A set of different grey car sprites that could be selected from and colored by the particle system. Normal and spec mapped so they interacted with the street lights they passed under.

Probably the correct answer. I think it brought digitized actors to fighting games before MK, but was pretty awful. I remember being wowed by it in the arcade, but always passing it by to play TMNT.

Brigand: Oaxaca is one of the coolest, jankiest imsim PC RPGs I've ever played and I never see anyone talking about it. It's been getting regular updates for 8 years, and the dev is loudly pro-trans and anti-ICE.
