Sure a car can do this, but the goal of good urban design is to give people the freedom to choose a better tool for the trip.

That's not always a huge cargo bike, it can be walking, a simple bike with panniers, or even public transit. In the end, each choice helps evaporate car traffic in cities.

One (small) win - the Council's new Code of Conduct for construction companies says:
• Vehicles or plant should not be left idling
• Generators and plant should be located away from residential and other neighbours and not left idling

The code is voluntary, but idling is still bad practice.

Some personal proof that ebikes and protected bike infrastructure are life changing. Spouse just hit 1k on her new bike in the 2 months since she got it. Went from almost never riding to daily commute of over 15km each way.

That they built a new bridge served as a convenient reason to introduce a charge. But the real reason to have a charge is demand management. We use money to determine who most needs a limited resource & to make sure it’s used efficiently. Otherwise we use queuing, which no one likes
