As a fellow grower of grapes I have solved this problem. An archaic provision in Texas law, prevents me from getting the license needed to sell my wine. Thus avoiding the need to place my product into commerce.

The council converting the food and garden waste into compost provides them with an outlet to generate more funds for the Local Authority by selling the compost at a commercially competitive rate….if LA’s are allowed to do this…or use the compost for hanging baskets, garden beds in town centres. 🤷♀️

This has been the strategy for the last couple of years: persuade governments to give money, because there's no way to make money commercially, due to the fact that this stuff has no real use. So lobbyists, gifts, straight-out bribery of politicians are what's left.
