It seems like most of that is due to the complexity of the King Street rules rather than the MUTCD regime. Different signals for four different mobility modes are not going to be simple no matter what system is used.

If these were put up by a non-governmental group or local business, who would you file an ADA complaint against? The government for faiilure to remove?
You could also, or instead, file a complaint with FHWA against the government for its failure to remove an MUTCD violation.

They are also a violation of the MUTCD. Clearly fit the definition of traffic control devices & not authorized.
But notice how FHWA & DOTs don't crack down on them the way they crack down on guerilla crosswalks. They're fine with pedestrian-blaming MUTCD violations.

You jest, but MUTCD (the bible of roadway engineering in US) recommends horrific setups. I had to stop reading it after skimming and reaching the part where it instructs you to paint bike paths *between* car lanes, paths that go *through* the *merging* area for *downhill* *off-ramp* *highway* cars!

Why is there no standardized MUTCD colors for delineating cycling lanes and such? I've been a road cyclist for 20 years, and have ridden in 15 states. The cycling safety markings I've seen range from none (most of the time) to white, green, yellow, and blue. That's crazy.

The US FMUTCD says don't worry, where there are so many pedestrians that it's hard for drivers to turn without hitting someone, you can just decrease the fraction of time in the cycle that's for pedestrians crossing.

TBH I've been toying with doing a sort of Etsy store using MUTCD fonts etc. and one of them would be a shirt saying "Welcome to the Pioneer Valley."

What type of threats are you referring to? Like “if we don’t pave now it will only get more expensive”?

I’ve spoken with a few of our traffic engineers, they’re definitely MUTCD minded individuals, but I haven’t written them off yet.

They blanket replace the signs on a regular bases so there has been other colors especially in Manhattan. They can longer use some of the past colors as MUTCD now limit the color option so they are visible, especially contrast, to motorists.

The release of the 11th edition of the MUTCD triggered a 2-year clock for state DOTs to incorporate it into their state standards.

In the 31 U.S. states where NACTO has members:
10 adopted the 11th edition directly
13 adopted the 11th edition and a state supplement
8 adopted a separate state MUTCD

Fixing this is mostly a solved problem. The orthodox manual (the Manual of Uniform Traffic Control Devices, MUTCD) has an alternative that some places already use, developed by NACTO. nacto.org
