Rec 11 is about EDI. Which apparently does As I said earlier, it's written so both the culture warriors and institutions can claim they are both correct (IMHO).

The final recommendation on EDI (which is carefully defined in such a way as to include indigenization, which is implicty a Better Thing thank EDI) is written carefully so as to let politicians say there is more to do to stop wokeness while institutions claim they are already in full compliance.

I do think it’s worth celebrating the progress because sometimes this subject can feel overwhelming. Certainly, over my career the university landscape has been transformed in this regard, with every school trying, often somewhat awkwardly, to embrace indigenization and decolonization. That’s

A) China's domestic costs for everything are radically lower (e.g. electrolyzers 1/6 the cost vs the west) so indigenization of supply chain might not have as big an impact in the US?
B) Vogtle and Flamanville are probably high, FOIK (first of a kind) costs right?

warnings about their security risks. Similarly, U.S. export controls have already undercut the Chinese AI industry’s perception of U.S. firms as trusted suppliers. Chinese firms will act accordingly to avoid long-term lock-in through investment in indigenization and diversification.
