The supposed source of this is the Fingleton report on nuclear power regulation, but if you look at that report, you quickly find £700 million is the total cost of all fish protection measures. The acoustic deterrent, aka "disco" is only £50 million. But it makes a good story.

Well at least someone inside the tent disagrees with them (I saw Sam's mate Ben Southwood waxing lyrical about the Fingleton Review on his Substack the other day)

Howard disagreed with #Starmer’s decision to fully adopt the Fingleton nuclear report which made a number of suggestions, including "changing rules around protected species & increasing radiation limits for those living near or working in a nuclear power plant"

Starmer fully accepted all the Fingleton recommendations and asked the business secretary to apply it across the entire industrial strategy.

Can anyone remember in the Labour manifesto the pledge to "increase radiation levels for people working in / living near nucleair powerstations?

Economist Fingleton was asked to do a review in building nucleair powerstations more quickly. He recommended:

- increase radiation limits for those living near / working in a nuclear power plant.
- "change" rules around protected species
- Make it more costly & difficult to object to this for all

This qualifies him as the scientific illiterate of the day. He also confuses health and safety with public liability insurance with respect to closing a park during high winds.

Fingleton: “We need to have a more mature relationship with risk.”
Like at Grenfell or Lakanal House?

'Mature relationship'
'Cutting red tape'
Means giving business a free rein to do as they please.
H&S and environmental protections will go.

'Fingleton thinks his review should also be applied to railways, reservoirs & other infrastructure to make it easier to build – which means there would be intense, widespread deregulation. Starmer...said ...there are “well-intentioned, but fundamentally misguided, environmental regulations”'

'...Starmer announced last week that he was “implementing the Fingleton review”... But behind the uninspiring statement lies potentially the biggest deregulation for decades, posing peril for endangered species... and a likely huge row with the EU.'

So many misconceptions in the Fingleton report it’s hard to know where to begin.

Suffice to say that when customers start paying for cost overruns in the latest new nuclear build, the implied subsidy to French industry and pension funds might look quite unattractive.
December 12, 2025 at 11:19 AM
Absolutely.

Some absurd claims made by Fingleton.

silliest bit is radiation exposures for workers. Nuclear build is routinely delayed, eg by decade or more. Everyone knows it.

By definition radiation regs cannot be a factor, because the core is not irradiated until 99.99% construction complete.

At a time when the construction industry is costing all of us £tens of billions to repair poorly built flats, Fingleton wants to relax regulations intended to prevent a repeat of such widespread ineptitude, indifference and incompetence in the construction sector.
