I'd point out that that period of progress didnt come from voting, that came from wide-spread activism. All the riots and protests did more than electing uninspired old white guys ever has. So far voting hasnt achieved a lot for us.

Stonewall did more than 50 years of voting.

...then why would anyone in ICE follow along with the "abolishment" of their organization? How is that not also following the letter of the law?
in real terms, #7 would give states leverage to put an end to surges, #8 would give states the ability to outright stop construction of new detention facilities, #1 and #6 would slow the rate at which DHS could train and deploy officers, #2 and #10 would likely shrink the pool of recruits

This means that the state police (and some other agencies) will no longer be empowered to detain and arrest people for ICE.

my increasingly curmudgeonly take is that we all, in fact, have responsibilities. politics isn't an arena for self-actualization. it's an arena for public service. this is as true of voters as it is of politicians.
Ps: a common refrain that you'll hear is that "you're saying the Dems can't be at fault, it's the voters, as if the voters owe something to politicians and not the other way around!"

Yes, actually, that's how the social contract of democracy works. Voters yet the government they work for. Or don't.

Everytime I see someone insist that there's "momentum" for Congress to eliminate ICE altogether this week

I remember that just recently, the majority side went full speed ahead in letting poor people starve everywhere in the country, in order to make minority side fold on health care subsidies
If anything, they're sinister enough to encourage the evil shit to continue because they see it as helpful to solidify their control by damaging the opposition that would stop all the bullshit of they regain control.
