Russia is prepared to confirm in a legal agreement that it has no intention of attacking the European Union or NATO. This was stated by Russian Deputy Foreign Minister Sergei Ryabkov on Monday.

Sometimes something unplanned happens.
Some agreements are not worth the paper they are written on.
