Also, the Arm refers to Laura in the Red Room as "she's my cousin but doesn't she look almost exactly like laura palmer?" and Maddy in the red room tells Cooper "watch out for my cousin". Also Laura is shown to have a demon inside her when she snaps at Harold Smith in FWWM just as Leland does

If Judy does have a human form, I honestly think it's more likely to be Laura's doppelganger than to be Sarah. Reasons: the Log Lady says Laura Is the One and also tells Hawk "watch out for that one. The one i told you about. The one under the moon on Blue Pine Mountain" (the Judy symbol on the map)

The Twin Peaks owl symbol when upside down also looks an awful lot like an ear of corn, corn imagery of course being very common in Twin Peaks including on Hawk's map which Laura references separately when she refers to herself as a turkey in the corn

I think the pretty obvious reading is that the Woodsmen lull all of the humans to sleep with the radio broadcast so that all of these hatchlings can enter them and manifest Judy's evil on Earth. Sarah Palmer isn't particularly special, the same thing happens to many other people, it's just not shown

Baltimore is not a city meant to be viewed in the oppressive light of high Chesapeake summer. It is a Victorian industrial city, The Liverpool of America. It is meant to be experienced with a white-gray backdrop of clouds, fog, and steam, the canvas upon which the city paints itself in rich color.
