Those would include IRL appts for non-citizens like foreign students or guardians accompanying US citizens (eg: kids) to appointments.

I don’t know much about Chinese spies, but I do think the US has a huge continuity problem now. It would seem foolish to expect the US government to keep promises beyond a single presidential term, even if it’s supported by law, because Americans may at any point install a lawless administration.
Why would any foreign national spy for the USA anymore? You have no guarantee that Trump will allow the US to keep its promises to you, he doesn't even keep America's promises to its allies.

In a normal government, this results in the resignation of multiple cabinet officials (Transportation, Defense, and Homeland Security), and the closure or (at least!) radical reorg of the cartoonishly incompetent agency at the center of it: CBP.
