I would make it a flat amount, beyond which no one really needs to profit. Once you have multiple homes, a yacht, a plane, etc, the overage goes to a government fund that works to correct the damage done by your excessive wealth/influence. I know it won't happen but a girl can dream.

Basically: the *best* way to counter project 2025 would be to not have spent the last 50 years fucking about.
The second best way would be to present literally any indication they have begun to stop fucking about with people's lives, and be just as dedicated to basically *anything*
