Schumer needs to be ousted from leadership and his replacement should remove Schumer and the 8 collaborators (not folders) from all their committee assignments. Minimize their influence.

I totally understand that I'm not a trained city planner, so if I'm wrong about this I'll step off, but maybe the apartment building was built too close to the prison?
