The Society Hotel in Portland, OR has a similar policy. In downtown areas, I think it goes hand in hand with the touristification of cities as fun places to visit as opposed to functional places to live.
A Hampton Inn in Asheville just canceled my family's reservation because our address (incorrectly) showed Asheville—and the hotel bars locals within 50 miles.

When I asked why, they said, "because of our homeless population," adding that most hotels here have similar policies.

This is outrageous.

Yeah, I was trying to get treatment a couple years ago and needed a letter of medical necessity. The MD I was seeing was like -yeah, no problem, I had my MD write an LMN for new paddleboards, you can get anything!-

So I had jury duty this week and the judge explained the role of intent in crimes with a car crash example:
willingly hit a pedestrian = intent
drunkenly hit a pedestrian = reckless
space out and hit a pedestrian = no crime
