McIver: Higgins introduced this resolution. I had it hanging over me, and when I came back, what did he do? Reintroduced it again. This is somebody who came off of Homeland Security himself. He wasn’t voted in as chairman — they didn’t want him… And he’s someone who is honestly a complete bigot
