And what upsets me so much is that I love both of these franchises but the way they are done (reserving some judgement since we don’t have all of TMNT yet) just feels so lazy. Both sets feel like I’d have loved them more if they were commander product (like Doctor Who).

Saying the officer who committed murder is a murderer is dangerous, but it's OK to claim that his victim was a domestic terrorist who literally ran him over.
