£200/month extra council tax is not a huge amount for someone with an asset value of > £2million.

I'm not even going try defend this building, suffice to say its owners spending squillions on new buildings while letting their existing estate deteriorate to the point they need to wrap them in chicken wire to keep the cladding from falling off seems remarkably allegorical
