If tRump says he can't get Garcia back because he's now solely under the jurisdiction of El Salvador, and the Courts buy it, then *anybody* would be fair game for tRump's retribution tour
It should be illegal/unconstitutional to farm out prisoners to a foreign jurisdiction for any reason
